Develop and implement uniform operating procedures for cross-border investigations.
This includes protocols for information requesting and sharing, conducting joint oper-
ations, and handling evidence across jurisdictions (uniform protocols and procedures).
Establish joint working teams comprising representatives from various law enforce-
ment agencies. These teams can focus on specific types of transnational crimes, such as
drug trafficking, human trafficking, or smuggling.
Create mechanisms for collaboration in law enforcement with the private sector and
stakeholders in the aviation industry to promote the integration of law enforcement ac-
tivities within the airport complex scenario. Moreover, enhance capabilities for collect-
ing, retaining, and using passenger information for classification and targeted actions.
Establish a platform/mechanism for intra/inter-agency collaboration aimed at signifi-
cantly enhancing the pivotal role of the joint agencies unit at the airport in effectively
supporting the diverse needs of global law enforcement. This includes implementing
risk mitigation measures and collaborating with the judiciary during the post-seizure
and investigation stages.
Enhance the capabilities of current border law enforcement agencies to proactively de-
tect and identify the flow of illegal goods and suspicious travelers.
